Just been playing through wind Waker, enjoying it a lot, looking up with your head is great, no longer need to use FPV, need to pull the camera back quite a bit, link becomes headless when using the graple hook hehe, It's really great being able to reconfigure the keys now. Then I made some changes of my own to add the default keys I was using before, fix a tiny bug you introduced with debugSpeed, and moved the keys into the Hotkeys section of the dolphin.ini file rather than the VR section, and renamed some of the free look values in the ini file that aren't just for VR. I was impatient to try your enhancements, so I just pulled and merged your changes (the ones that you pushed to github). I'll let you know when it's ready to be merged.

I have the first usable copy up, but it's still a far way from being complete.
